Bionote: Lilibeth "Ybing" J. Salarda, MPA
Lilibeth "Ybing" J. Salarda, MPA, is a distinguished public servant and community leader from Alabel, Sarangani Province. A proud graduate of Alabel’s public education system, she holds a Master’s Degree in Public Administration from Bukidnon State University. Her extensive career in government service spans decades, during which she has made remarkable contributions to local governance, tourism, agriculture, and community development.
Ybing began her career as a staff member of the Municipal Accounting Office under the late Mayor Hernando L. Sibugan. She then took on key administrative roles, serving as Private Secretary to then Vice Mayor Vic Paul Salarda and later as Executive Assistant II under the Office of the Municipal Mayor.
In the early years of the Salarda administration, Lilibeth “Ybing” J. Salarda, MPA, was designated as the Municipal Nutrition Action Officer (MNAO) of Alabel, Sarangani Province. A dynamic leader and advocate for public health, Salarda took on the critical role of addressing malnutrition and promoting sustainable nutrition programs within the municipality.
A firm believer in the power of collaboration, Salarda worked closely with Barangay Nutrition Scholars (BNS), health workers, and volunteers to ensure the effective delivery of services. Her advocacy centered on equipping families with knowledge about proper food preparation, dietary diversity, and the importance of breastfeeding for infants.
Her leadership capabilities were further demonstrated when she became Officer-in-Charge of the Office of the Municipal Agriculturist, focusing on enhancing the office’s efficiency and improving services to constituents.
Her tenure as Municipal Administrator of the Local Government Unit of Alabel further solidified her reputation as a dedicated and competent public servant. Currently, Ybing serves as the Tourism Council Chairperson of Alabel and the Council Treasurer of the Sarangani Provincial Tourism Council, Inc., roles through which she has championed the growth of tourism and economic development in the municipality and the province.
Her notable accomplishments in tourism and development include spearheading the transformation of Ladol Beach into a key tourist destination, making Alabel an ideal town for micro, small, and medium enterprises (MSMEs), and establishing the Alabel Municipal Tourism Operations Office. She was instrumental in declaring Barangay Datal Anggas as Alabel’s Agritourism and Summer Capital. These initiatives not only enhanced the town's reputation but also contributed to Alabel receiving high marks in governance areas related to Tourism, Culture and Arts, History, and Heritage Development, earning it Hall of Fame status under the Seal of Good Local Governance (SGLG).
In recognition of her outstanding contributions to tourism, Ybing was awarded the prestigious "SOX Women in Tourism" accolade by the Department of Tourism Region 12. Her work reflects her commitment to uplifting the lives of her constituents and promoting sustainable development in Alabel.
Beyond her professional achievements, Ybing is deeply rooted in her community. She is the wife of Mayor Vic Paul Salarda and the proud mother of Punong Barangay Engr. Florence Paul J. Salarda of Poblacion, Alabel. Her daughter-in-law, Dr. Glaiza Ann Homez, is an obstetrician-gynecologist. Ybing’s late parents, Municipal Councilors Teodulito "Duloy" Arquillano Jabilles Sr. and Teresita "Cita" Jore Jabilles, instilled in her the values of service and dedication, while her parents-in-law, Vicente and Florentina Molina Salarda, were respected public school teachers and community leaders who left a lasting legacy in Alabel.
Affectionately called "Ate Ybing," she is a visionary leader with a clear roadmap for Alabel’s future. Her aspirations include advancing education through the establishment of Alabel State College, innovating the agriculture and tourism sectors, and fostering unity among the tri-people in the municipality. She is also a staunch advocate for local economic growth and empowerment of marginalized sectors, ensuring that progress benefits all members of the community.
Ybing is aiming to become the second female Local Chief Executive of Alabel, bringing with her a wealth of experience, a passion for service, and a deep love for her hometown. Her leadership journey is a testament to her unwavering dedication to making Alabel a model municipality in Sarangani Province and beyond.
